The Jackson man has a 1997 sex offense conviction in Monmouth County, records show.

ALLENTOWN -- Borough police say the Jackson man they arrested Tuesday afternoon for allegedly engaged in a sex act in a public park off South Main Street is a convicted sex offender.

Miguel A. Flores, 54, was apprehended at about 2:45 p.m. at Pete Sensi Park after two people reported to police that a man was masturbating near a tree as people walked by, Allentown police said.

Patrolman Anthony Rando responded to the area and noticed a male matching the description the witnesses gave sitting in the only car parked in the lot, police said.

The man, later identified as Flores, tried to place his car in reverse and leave, but Rando blocked in his vehicle and ordered him out, police said. Flores allegedly told Rando he was urinating in public.

Flores was charged with two counts each of criminal sexual contact and lewdness.

Police said they learned Flores was a convicted sex offender in their investigation.

Flores is listed on the New Jersey State Police Sex Offender Registry as a tier-2 offender.

The registry says Flores has a 1997 conviction in Monmouth County for endangering the welfare of a child. It says Flores would sit in his car in public places and perform lewd acts in front of women and girls he did not know.

Flores was taken to the Monmouth County jail Tuesday evening on $7,000 bail.
