HOLMDEL -- A Union Beach man, who has a history of committing lewd acts in public, was arrested Sunday for offering a woman money in exchange for oral sex.
Albin F. Wicki, 27, was driving with a blood-alcohol level three times above the legal limit when he offered to pay a woman walking in a Holmdel neighborhood for oral sex, Holmdel police Lt. Robert Philhower said.
The woman called police at 7:30 a.m. to report the incident and provided them with a description of Wicki's vehicle, Philhower said.
Police located Wicki's gray 2004 Ford Escape as it was leaving the neighborhood, Philhower said.
Wicki was charged in Middletown in December after police say he exposed himself and masturbated in front of at least one minor.
Middletown police Lt. Paul Bailey said after the arrest that police had investigated similar acts occurring in the township on Nov. 30 and Dec. 2.
Wicki is the son of Union Beach Council President Albin Wicki. The younger Wicki remains suspended without pay from his job with the Monmouth County Parks System, spokeswoman Karen Livingstone said.
